You can download the relevant software for Confluence and install it on a
normal Windows box and run it at home without great difficulty if you have
a reasonable amount of storage. It does require Java, Apache Tomcat server
and a database such as PostgreSQL or MySQL, although it's advisable to
check which versions go with what. Maybe a deal of downloading, and some
fiddly configurations, but it's not a hard task, and I think all those
components are still free.
But you don't actually have to do all that: Confluence is available in the
Cloud, so the setup is organised for you.
Purchased licences aren't all that expensive -- in my view, they're more
than reasonable. (From memory I think they start at about $10 or so) But
of course, that depends on how many users you plan to have.

I think having training resources is a great idea. At my workplace we have
just upgraded to the latest version of Confluence which I find extremely
user-friendly. There are free licences for non-profits so perhaps ASTC
could get one. To have a free licence you need your own server. Does ASTC
have a server or could it get one? I was a member but somehow my membership
slipped and I haven’t rejoined but I would definitely rejoin if we had
accessible self-created training resources.
