Regardless of version, that should not be happening. I assume you are
selecting the passage to which the effect is to be applied. Pressing
spacebar should play just the selected segment. Note that having
selected a track it is then necessary to select some or all audio within
the track. Apologies if that sounds patronizing, but you wouldn't be
the first person to overlook that step.
If it was working correctly before the upgrade and not afterwards it
sounds like something may have gone wrong during the upgrade process.
Before you start the process of uninstalling and reinstalling, others
may have more enlightened suggestions.
