Beware reading too much into that. All too often, such concerns are
basically "it's not the way we're used to doing things"; that does not
actually mean the recipient is being careless and unsafe, even though
long-established bureaucracies do tend to equate the two.
(Small-satellite people have long gotten used to people like NASA saying
"your dozens of satellites and hundreds of satellite-years in orbit are
all just a lucky accident; you're not really doing things right". They
usually don't phrase it quite so bluntly, but sometimes it slips out.)
