FWIW, it looks like the nozzle end is about 1 1/2" beyond the end of the
tape, the forward end looks like it's at about the 23 1/2" mark (length as
shown about 25"), and it only looks like it could be screwed down about
another inch. So I would guess the assembled length is closer to 24".
Anyway, and this is a total guess, it looks like about the right scale for
the ones used on the BQM-74 Chukar, which according to Wikipedia is almost
13 ft long (https://en.wikipedia.org/wiki/Northrop_BQM-74_Chukar):
