I wish I had made it clear from the start that I was attempting to print via PCL to a RISC OS compatible non PS printer. Leaving aside all the discussion about PS drivers, I find pdf files will print text via PCL from a Pi but not from a Panda. No PS driver is involved in this. Printing via PS to a PS printer may be an excellent way round the problem but it does not trace its source or cure it. Anyway enough from me - I'm withdrawing.
