[aravis] Failed to load genicam data

I am occasionally seeing the error "Failed to load genicam data" when
attempting to connect to my camera by calling arv_camera_new( NULL );.

Any idea as to what would cause this to occur?  I do not notice any
differences in the system between when it connects and when it fails.

I am using the 0.3.7 release of aravis on a picoZed board, with the Imperx
camera connected directly to the board's eth1.
