This is *not* a DOS path. This is a perfectly valid URL.

Despite the fact that this is completely irrelevant here (unless
there is a bug in Arachne), which forms do you mean?

And what is the problem with Arachne? I can't see any.
Arachne in fact *doesn't* support stylesheets in its full
contemporary form, that's all.
