There's the answer! You pay a fixed rate, whether you use it or not! They've got a lot less accounting work, and they are assured of a steady income. Yes, almost everyone is into it... buy one family-sized pizza and pay only $5 for a second one. It doesn't matter that you don't want the second one, most people are suckered into it. The sellers have more of the customer's money, which was the whole idea anyway, and the customers have kidded themselves they are getting a bargain.
