Not sure, but I think he's looking for a tool to suspend the CPU like in a 
laptop, maybe??

I decided to see if such a thing were reaally needed in DOS

After about 5min of running in DOS, rebooted to Linux to check temps.

Starting lm_sensors: loading module adm1025 smsc47m1 OK
adm1025-i2c-0-2d
Adapter: SMBus I801 adapter at efa0
CPU Temp:   +100.4°F  (low  = +32.0°F, high = +260.6°F)
M/B Temp:    +84.2°F  (low  = +32.0°F, high = +260.6°F)

Stopping lm_sensors: OK

I then rebooted back to DOS and ran many CPU intensive programs
for about 90min

Next step was to reboot into Linux to check the temps again.

Starting lm_sensors: loading module adm1025 smsc47m1 OK
adm1025-i2c-0-2d
Adapter: SMBus I801 adapter at efa0
CPU Temp:   +118.4°F  (low  = +32.0°F, high = +260.6°F)
M/B Temp:   +104.0°F  (low  = +32.0°F, high = +260.6°F)

Stopping lm_sensors: OK

With only an 18°F temp rise on the CPU after 90min of intensive use...

IMO, no such thing as a CPU sleep program is needed in DOS
