Cindy, I have also struggled with those same shirts. Here's what I do - two layers of heavy cutaway with solvy on top. The backing is probably overkill, but I got so tired of the issues of thread breaks and puckering. Two layered for me. Make sure the backing and the shirt are both smooth and taut (but not stretched) inside the hoop.
