The outrageous Guilford County draft ordinance passed the first  
commissioners’ vote.  Because the vote was not  unanimous, a second vote is 
needed 
which only requires a simple majority for  approval. 
Guilford  County plans  to license and inspect newly created classes of 
"high volume breeder", defined  as anyone who owns SEVEN intact females;  and 
"high volume retailer",  defined as anyone who sells or transfers 50 or more 
dogs per calendar year,  which includes all rescue groups in the county. 
Under the new regulations high  volume breeders/retailers are required to: 
-hire trained staff to help care  for the dogs 
-have documented protocols that  dogs’ behavioral needs are being met 
-allow animal control to inspect  premises without notice 
-take dogs to  the vet for annual checkups even if they are in good health 
and  condition 
-provide all dogs full body  contact with other dogs daily 
-provide an opportunity for dogs  to reach a full running stride; however 
physical activity is not allowed to be  repetitive  
-a minimum 5X10 kennel is  required for each dog 25# or more 
Refusal to allow inspection is  grounds for animal control to revoke 
permit.  Any person  who is denied a permit or whose permit is revoked has 30 
days 
to comply with  ordinance requirements or must reduce the number of animals 
not spayed or  neutered on the premises to no more than four.  Upon appeal, 
the county  manager may decide whether the permit should be revoked. 
In addition, the ordinance bans  feline and canine hybrids; requires 
permitting for exotics, defined as "wild  animal or a species of animal not 
indigenous to the United States or to North  America (exempts non-native 
species 
used as domestic farm animals  and aquarium fish). The ordinance requires 
permitting for certain  reptiles. 
TALKING  POINTS 
* The owner of 7 intact females  is a high volume breeder even if the dogs 
are not being  bred. 
* The committee that was  assembled to draft the ordinance changes did not 
include representatives from  all areas of animal ownership that will be 
impacted by these revisions. For  example, cat breeders, bird owners, reptile 
keepers, and hunters were not  included in the panel and discussions.  There 
should be no further vote;  the draft should be sent back to an expanded 
committee that represents county  animal owners fairly.

* Photos of substandard kennels were presented to  the commissioners to 
solicit emotional response and gain sympathy for adding  restrictions on 
breeders. Some of these photos can be found on existing  anti-breeder websites 
and 
are not representative of conditions in Guilford County. In addition, the 
photos could  just as likely have been taken at the home of a hoarder; there 
are no facts to  prove the dogs in the photos belong to breeders. 

* Area income  generated by the AKC circuit held in Greensboro is 
approximately $3 million  dollars. Greensboro and Guilford County are at risk 
of 
losing this income  if the dog show circuit moves to a more dog-friendly 
location. 

*  Protocols for dog enrichment and exercise inserted into the ordinance 
are for  use in facilities raising dogs for research. They should be removed 
from the  draft in their entirety. 

* The county's own animal shelter would not  be able to pass inspection 
based on the criteria as written. Reports posted on  the NC Department of 
Agriculture site show that the shelter has struggled to  meet state 
requirements. 
Guilford county should focus on addressing  this issue and assist in 
upgrading their shelter which provides valuable  services to the community. 
This 
should be the priority rather than trying to  regulate animal owners out of 
existence. 

* It is not realistic to  stipulate every aspect of raising dogs and leave 
enforcement of these  complicated regulations to the discretion of untrained 
animal control  officers. 
* Banning hybrid cats (Bengals,  Savannahs, and Chaussies) makes criminals 
of law abiding Guilford county residents  who may currently own any of these 
breeds.

WHY SHOULD YOU CARE about these  regulations if you are outside Guilford 
County? Proponents of this ordinance  have a plan to use this as a model for 
state breeder regulation.
