OE does have a format menu for composing emails.
It's only active if you're composing in HTML or RTF and not Plain Text.

I think it depends on the email package you use. I don't use Outlook
Express but I would guess you can't do it there.
In older versions of Microsoft Outlook there was an option to use Word
as your email editor which was turned off by default; turning it on
could slow the PC down a lot. The option is turned on from the Tools
menu, Options, Mail Format page; there's a checkbox near the top of the
page. In the latest release, Outlook 2007, Word is set as the email
editor and I don't believe you can turn it off.
In all versions of Outlook you additionally have a choice between using
plain text or html formatted messages, and you'd need the latter for
things like centring lines to work.

So for example, can one centre a line of text in an email, if yes how?
With Microsoft word one would use the command control+e
but this does not work no outlook?
