Hi Billy Yes there is. If you don't take out a contract, you will have to pay for the USB modem which normally comes free when you are on a mobile broadband contract. I know Vodafone and T-Mobile both do this on a Pay-As-You-Go basis now. I've never done it, but I believe you plug the USB modem into your laptop and install the software.
