Gerry,I don't believe one can set the Keyboard to produce a single quotation mark using this key combination. Its possible to set it to produce the At symbol when set to the American layout, which I appreciate is not what you want to do, but thought I'd just mention it anyway.
To get a single quote, use the Apostrophe key, which I think is the character used for single quotes. HTH.
