Hi Andrew.
Yes, your friend should be able to use a Mobile Broadband dongle with her
laptop and use Skype through the internet connection it creates. I promote
Three and know that Three's mobile broadband products don't prevent the use
of Skype or other VOIP services. Obviously, the consideration of mobile
coverage would need to be taken in to account as poor signal coverage will
mean poor upload/download speeds and possibly intermittent connection issues
which could make Skype unworkable.
