[access-uk] article on publishing

Hi all, I saw this yesterday and thought that some of you might like to comment.

The Publisher's association are recommending that TTS should be turned on for books where an audio version is not available. I think it would be really useful if those of you that are passionate about this should comment. Particularly take note of the 3rd comment on the article. Yusuf
