I suspect that it was a windows critical update that set it this way.

  Thanks for solving the strange happenings, this is working OK now. I now 
wonder how this was reset in the first place, A possible explanation comes from 
Barry who stated that he had a reset about a fortnight ago, also I heard of 
another person that had this happen at about the same time,  ,  Around that 
time I had a critical update for Zone Alarm also a critical update for X.P. 
could this have reset this setting?  Anyway it is back to original. now.
