[access-uk] Setting up an accessible Business Website

Hi all,

I have a business idea I would like to explore.  It would involve
setting up a website and database.  I would charge a fixed fee for using
the website, which would expire after a certain time period, and require
a system for controlling accounts.  My question is, how easy is it to
create your own website and are the tools needed accessible.
If they are not, does anyone know how much it costs to have one
professionally made.
