People get them all the time and best thing to do is just ignore them as you did. PayPal know they happen, but if you want to report a particular Email to them, forward it to the following address and ask them to check it out:

Hi

I have just received an e-mail purporting to be from PayPal
saying that my account has been suspended and to download
the form attached to reactivate the account, this sounded
rather phishy so I decided to log-in to my PayPal accounts,
I have one for the uk and one for France. They both logged
in ok. Now I feel I should let PayPal know about this, how
should I go about it? I don't want any one else getting
these messages if I can help it, I almost got court out.
Does PayPal have an e-mail address or phone number?
