[access-uk] HDD format?

Hi guys, I have to format my C drive.
I had the Issue with someone trying to install windows7 on my 32 bit Acer
laptop system.
The person trying to help me out, made a complete mess of the Installation,
and now the laptop is not useable at all.
I'm wondering if there is a program I can get to completely clean and format
the HDD, and then I can install win7 or 8 instead.
