Yes, but Universities do tend to have massive bandwidth
internet connections compared to home users.  Even then, you
could well have what your ISP claims in a 8 MB connection
for example, but is actually touted more correctly as "up
to" 8 MB.  But in reality, you only ever get that speed at
around 3 or 4 in the morning when most people are in bed.
Same here at my office on a business broadband line, when
it's only near maximum speed at weekends.

Normal? On a broadband connection? Don't remember this
happening at my 
university, or if I did it was very minimal, unless
absolutely everyone was 
downloading a big file, such as a movie.
