[access-uk] Error When Changing Computer's Default Voice

When trying to change the computer's default sapi 5.1 voice in the speech applet in control panel, I am getting the following error message:

RUNDLL
An exception occurred while trying to run "C:\WINDOWS\system32\shell32.dll,Control_RunDLL "C:\Program
Files\Common Files\Microsoft Shared\Speech\sapi.cpl",Speech"
OK


this is an xp sp2 pro machine.

Does anyone know how to fix this? I already ran the sfc system file check and tried to reinstall the extra voices for xp that Microsoft gives us.

help would be greatly appreciated.
