Yes but this will only work once, you can't switch the screen reader off and enable it with a gesture like you can in Ios. OK it's a hardware switch with apple but at least you can do it. the way you describe can only be done once at the initial set-up.

It’s even more simple on JB, you simply put 2 fingers on the screen,
hold for several seconds and the talkback should start up talking.

Alastair,
In Android 4.0 (Ice Cream Sandwich), drawing a rectangle starting in the
top left corner switches on accessibility options. I assume this is
still the case in Jellybean. Steve, for one, can tell you more about this.

Hi folks, decided to take the plunge and buy a Android tablet this
weekend, it’s a asus tablet running 4.1, (jelly bean) I’m hoping
someone on list will be able to answer a couple of questions before
    I splash the cash!
    1. can I get it talking without sighted help?
    2.is internet browsing accessible?
    3. Are apps like BBC iplayer, youtube and kindle accessible?
Any help would be great! I did try and ask these questions on a
android specific list but as yet without response!
    Best to all!
