[hipl-users] HIPL IPv4 locator support

The latest version of HIPL supports now IPv4 locators in base exchange,
UPDATE and CLOSE. The work has been mostly done by Abhinav Pathak and
me. Looking forward on community feedback on the IPv4 support.
LSIs are not yet supported, meaning that applications are still required
to use IPv6. LSI support is work-in-progress.
