I see "Save as" with SQLiteSpy.
I don't use TNT Controls but have installed them from your
download link. Test program also create Save as dialog
for TntOpenDialog. Standard open dialog works. My test
program is created with Delphi 2007.

I can confirm described behaviour on Windows Vista Busines (32 bit) SP1.

SQLiteSpy uses the original TNT Unicode Controls, available here:
