I used to see a Red-tailed Hawk, with that exact same thing on Pennsylvania
Ave and Hwy 100, in Oak Creek. For some reason those numbers stick out to
me, might even be the same numbers. I'll have to see if I still have those
pictures.

It has a large 6 inch circular orange something on its back with the
numbers 363. The sign is large enough that one might think it impedes the
hawks flight. Donât know. Does anyone know of a study with these tags?
Dave is going to check on its health tomorrow. Definitely makes it easy to
identify. There is a known nest site nearby that you can see from the
expressway at the plainfield curve, never saw this bird there.
