[wisb] Update-Crested Caracara

Just an update on the latest sighting of the Crested Caracara on Washington.
No photo, but after talking to an Islander, I am confident the caracara
was seen this morning south of 1079 Michigan Road in the field.
Birders arrive daily for a chance to spot the caracara. It continues to
be difficult to observe.
