[wisb] Snowy Owl Milwaukee

Tom Wood had the Snowy Owl again in Milwaukee. It was on the ice well east of
the Petroleum Pier out near the breakwall. Tom also had a female Harlequin
Duck and a White-winged Scoter in with the scaup flock off the art center in
Milwaukee.
