[wisb] Red Phalarope Yes Racine

Hoyers are on a Wind Point field trip right now and we've relocated the Red
Phalarope. It's really windy! The bird is south of the furthest south pier at
Shoop Park.
Look to the south from the pier and it's been in the water between two piers
further south. Hard to see with the wild wind!
