[wisb] RFI: Red Blue jay?

My neighbor just brought over a very fuzzy photo of what I take to be
a cardinal with a funny molt but which he thinks is a red blue jay.
He tells me that the local library confirmed this and points out the
black neck band in the appropriate position for a blue jay. I
promised to post this and ask the bird community. Opinions?
