[wisb] Phalarope/Grebe - Milwaukee

The Red Phalarope was still at the South Milwaukee Pier as of 3:45pm.
It was maybe 20 feet off the corner where the pier shifts south.
The Western Grebe was also still present off of the Texas Street
Overlook at 4:15pm.
Thanks to everyone on the list for posting those birds so quickly, it
made for a great afternoon!!
