[wisb] Good news for Madison CBC

Madison CBCers will be pleased to know that the big lakes are still
largely open, especially Mendota. I just went up to the 9th floor here
at the library, which has an excellent panoramic view to the north, and
there are just a couple of ice shelves extending out from Maple Bluff on
the east side. Mendota looks to be at least 90% open. Monona had a
little more ice cover this morning (at least on the east end, which is
what I can see from my bus,) but still some large areas of open water.
Good counting, everyone who's out tomorrow! Find that Barrow's!
