You have to make sure that boot.ini is pointing to the proper partition on
the proper hard drive on the proper controller. For example, you may need to
change
multi(0)disk(0)rdisk(0)partition(1)
to
multi(0)disk(0)rdisk(1)partition(1)
although it'll depend on your installation

i copied the boot.ini file from the floppy to the hdd, but it does bootup.
