[windows2000] Winchat from XP to 2000

Does anyone know what has to be running on a W2K Pro machine in order
for it to respond to a Winchat request?  I thought that it was just
NetDDE, but it doesn't seem to be.  I have never been able to call a W2K
computer from mine (WinXP).  When I dial another computer, I get "the
remote computer did not responsd" immediately.  It's not like it tries
and then says it didn't respond 15 seconds later; it says it
immediately.  On the test 2000 computer that I'm trying to connect to, I
just started every damn service that wasn't running on the thing, and
still, the same thing.  So, that would make me think that it could be an
XP issue, in which case I should perhaps post to an XP forum, eh?  But
if not, anyone happen to know?
