[windows2000] Why isn't everyone being forced to change their passwords?

I have introduced the password policy.  Everyone must change their passwords at 
least once every 90 days.  I had expected this implementation to force people 
to change their passwords once they logged off and back on again, that it would 
automatically force them to change their passwords.  It is, for some of them, 
but not for others.

Why is that?
