Terminal services has 2 modes. User mode and Admin mode. In user mode you must have a license server and purchase licenses. In admin mode you are given 2 licenses to connect to your server remotely for administration. To add terminal services go to add remove programs and click on add windows components and choose terminal services. You do not need to install terminal services licensing for admin mode. Once installed you can use the Remote desktop client to administer your server from any workstation on your network. You don't have to have a machine set up as a DC in order to be able to use Terminal Services on it...
