[windows2000] Slow VPN

Whenever I VPN in to our server, it seems to connect at 9,600 bps no matter
what the speed of the connection is. For instance, I could go home and
download something off the website (or ftp) from work and I get a good rate
(~370 kbps). But if I VPN in, it connects at 9,600 bps and is almost unusable.
I can even be plugged into the LAN with a computer at work and do a VPN
connection, and it slows down the ethernet connection to a crawl.
Any suggestions on why this happens?
