Yeah call Microsoft licensing they will tell you if it needs activation.

Some guy asks me if is possible to check if a Windows 2003 server installation 
is legal. The box doesn't have internet connection, so I can't do it trough 
internet. The cracker who installs the software told him that that box doesn't 
need activation, buy I am not sure. Does anyone know some tool to check this
