You don't need AD for folder redirection.

Really it's just smoke and mirrors. All folder redirection does, is
modify these values in User Shell Folders, which the shell users to
update the values in Shell Folders, which in turn the shell uses for
where it points to / looks at for these folders / components.

So if you can modify the values, as you wish, and you have somewhere
server-based to point them, you can implement folder redirection.
