Then I would guess you have to change the local policy/group policy
regarding users who can logon locally to everyone instead of domain users or
whatever it is set to.

How about I put it this way:  I have a citrix server in abc.com domain that
I want someone from xyz.com to be able to log into.  Right now it says this
person is not allowed to log on interactivly.
