[windows2000] Microsoft Project Help

I need some help with Microsoft Project... Anyone an expert?

I have a MPP file that was created by someone else (NASA, actually) and
it has all of the tasks and sub tasks, etc.

I am trying to add the resource detail to each line, and can't figure
out how.

For example, when we submitted the proposal, we proposed that Task A
would take 4 hours of design time (at one rate) and four hours of
management time (at another rate).  But when I create these as
resources, I can only specify the percentage of a person's time as
allocated to the project, and I can't specify the time in hours and have
it extend the hours X dollars into a cost per line item.

Anyone a Project Guru?
