[windows2000] How do you change where IIS points to a virtual directory?

I want a virtual directory in IIS to point to a different location and server.
I thought all I would have to do is change that in the text box in the virtual
directory's Network Location textbox. But when I tried testing it, I got a
"you are not authorized to view this page" message. "Error 401.3 Access denied
by ACL on resource IIS"
What am I doing wrong?
