[windows2000] DUN not dialing up for Netscape, Chat, etc..

Scenerio: Windows 2000 Pro workstation, no LAN, just a dial-up internet
account (standard DUN).
When you open IE, it brings up the dialer and goes at it, no problems.
When you open any other browser, chat program, etc..., it does NOT bring
up the dialer (the app just dies with an unreachable type error).
Under Win98, all is fine. What can be done to fix this, so that -any-
internet app will cause the dialer to go?
(I have tried all the different options in the Connection tab of
Internet Options to no avail.)
