I can check that out but I have not touched GPO's and left everything in the
default state since I am running in mixed-mode and planned on keeping
everything as is until I can move to native mode.

Did you go into the various levels of Group Policy (i.e. Domain Policy,
Domain Controller, and "Local Security Policy" on the machine in question)
and look at the 'settings' and 'effective settings' to see if there is a
descrepancy between that is causing something override one or the other
levels? Security GP's can be very tricky. It may not be anything like
that, since it's a downlevel client, but it's something to at least check.
