I'm not sure if this was answered.

In general, you have to make sure that utf-8 is set when X is started (ie, 
LANG=en_AU.utf-8 or something similar) and that it's supported (localedef is 
the command, I think).  Then you can set an XkbOption of compose:rwin or 
similar to allow you to enter rwin ^ c to get ĉ and so on.  That covers the 
keyboard bit and works with most applications.  The wily bit of it still 
confuses me.
