hi. by "issue management" do you mean bug tracking/QA software?

i hope this doesn't sound like a stupid question but nomenclature in
this industry varies so wildly...

if you do mean bug tracking, you can go heavy-duty (but expensive) like
Test Track Pro - it's nice and has a ton of features.

alternatively, you can go free - i like mantis and have used it for a
recent project (740 bugs and features entered, managed and/or closed)
or bugzilla (www.mozilla.org).

i've used all three on projects but actually prefer mantis because it
was very quick and easy to set up, the programmers are familiar with it
and it's faster than bugzilla.

there's also Trac, which is specifically geared towards project
management/issue tracking: http://projects.edgewall.com/trac/ - i've
heard good things about it and it apparently integrates with
Subversion.
