We have tested our download and upload speeds on numerous occasions, and it
averages between 15-35 kb/sec on our PC, laptop, tablet, or phones. This is
with everything shut down save the Internet. Our phones and laptop fly like
little birdies when we bring them out of town.
And prior to our "upgrade" we were getting 50-150 mb/sec. We lost significant
speed after the upgrade. I was told if that happened we would receive alternate
equipment. Never happened.
And I have to agree that "like it or lump it" really isn't conducive to
convincing people like us, who shelled out $500 for equipment and are expected
to pay $50 a month for service we usually don't even get, to agree to a loan to
more "upgrades."
And, just out of curiosity, how can the town even describe what is provides as
broadband anyway? Even under the best of circumstances it doesn't meet the
criteria for broadband service.

certainly don't have the same background programs running on all of the
devices. In addition, my phone is generally pretty fast, except for when I'm at
home.
Regarding the system being voluntary - That is absolutely 100% correct. But
because it is voluntary and there are other options, it seems a good business
practice would be to try to keep the customers you have, as well as draw more
in. Telling people if you don't like it - leave doesn't seem like a good
business move, especially when there aren't many customers to begin with, given
our rural area, and so the question remains, would we still be able to sustain
repayment of a loan if Broadband lost customers to other servers? And is there
a back up plan?
Also - Does anyone know why there are 45 subscribers to Warwick Broadband who
are set at a $30/month rate? It seems like I was told this once before, but I
can't remember for sure. My memory tells me that they were set to a lower speed
due to financial difficulties. If this is the case, I'm wondering how their low
speeds @ a lower monthly rate compare to my full rate speed. And also, how is
that controlled?

ongoing successful operation that generates a cash surplus. It has a good
credit rating. It borrowed money from the town to get started, paid it back
ahead of schedule. It has paid its bills on time as far as I know. It has
also lowered the cost to connect to the service. It now wants to borrow again
at a cost of capital well below market rate available to the general public to
significantly improve service. To me this is a no brainer.
The system is voluntary. If anyone is unhappy with the service, they do not
have to be a part of it. If they are unhappy and hope that it will get better,
they should support the effort. Since the loans get paid back, no one is
supporting the system with their tax dollars in the long run.
On a side note. Our service became awful. It was very, very slow and the we
kept losing our connection. It turns out the problem was too many programs
running the background. A computer wizard shut down the programs so they only
get called up when needed and our internet connection improved amazingly.
Based on our experience, I would suggest if you have a slow connection shut off
all the programs running in the background. Or, maybe go to someone's house
that has a "good" connection and hook up and see how your speed compares to
theirs. You can also go to the site that determines your download, upload and
ping times.
