Founder of Telephone Assistance for Wisconsinites with Speech Disabilities to Receive Award

Madison, WI – Hamilton Relay, the company that provides relay to the State of Wisconsin, proudly announces that the University of Wisconsin will award an honorary Doctor of Science degree to Dr. Bob Segalman, Ph.D. Dr. Segalman founded what has grown to become an FCC mandated, publicly funded service that allows individuals with slurred speech from cerebral palsy, ALS, or other speech disabilities to receive help being understood on the telephone.

The specialized service, called Speech to Speech (STS) allows people with speech disabilities to make or receive phone calls using their own voice or voice synthesizer. A STS Communication Assistant (CA) re-voices what the caller says to ensure that the caller is understood. STS CAs are specially trained to speak for people with a wide variety of speech patterns in order for others to understand them.

STS is available 24 hours a day, 7 days a week from any telephone in the United States at no cost to the user. STS requires no special equipment or registration. STS calls can be initiated by either someone with a speech disability or by someone who wants to call a person with a speech disability. Individuals can dial 711 and ask for Speech to Speech (STS) or can dial 1-800-833-7637 (in Wisconsin) to reach a STS operator directly.

Dr. Segalman may be the very first person with profound cerebral palsy to receive such an honor from a major university. In recognizing Dr. Segalman’s efforts in founding STS service to the speech disabled community, Hamilton Relay Vice President Dixie Ziegler stated, "Dr. Segalman’s efforts have resulted in increased independence, self-esteem and employment opportunities for thousands of people with speech disabilities nationwide. Hamilton Relay commends Dr. Segalman for his ingenuity."

STS is the only way for many people to communicate over the telephone with people who are not accustomed to their speech. In fact, every month users make approximately 12,000 calls nationally. Segalman, a user of STS who has slurred, whispered speech resulting from profound cerebral palsy, earned a Ph.D. in social welfare at the University of Wisconsin in 1972. When asked about his views on the University’s award for his wonderful service to the community, Dr. Segalman stated, "This is truly a privilege and I am honored to accept this award. If you were at the University in the late 1960s, you may remember my little blue golf cart," joked Segalman.

The University of Wisconsin - Madison will award this prestigious honorary degree to Dr. Bob Segalman at commencement ceremonies on May 12 in recognition of his accomplishments.

Wisconsin Telecommunications Relay System (WTRS) Annual Picnic

WTRS is happy to announce that the 14th Annual Picnic will be held July 30 from 11 a.m. to 4 p.m at Warner Park in Madison, WI.
