Board of Directors and Wisconsin Deaf and Hard of Hearing Community,

I am typing a report of my attendance as your delegate to the National Association of the Deaf Conference in a beautiful and really hot Palm Desert, California (near Palm Springs) from June 27 through July 4, 2006. We’ve experienced the temperatures in 110’s degrees – it’s really dry though. I haven’t really had a chance to get into the swimming pool during my stay at NAD Conference. Katie Voss, Denise Johnson and Jeff Cucinotta served as alternate delegates to the NAD Conference.

I attended the last NAD’s Board of Directors meeting of President Andy Lange’s Administration. They had that meeting to discuss and wrap up their plans for the conference. While sitting at the meeting, I was asked to serve on the Forum Steering Committee for NAD Conference and I accepted. I’ve served on the committee along with Judith Gilliam, President of Alabama Association of the Deaf, Chris Wagner, President of Florida Association of the Deaf, Charlie Reisinger, Ernest Northrup, NAD Region Representatives and Nancy Rarus, NAD Secretary. The objective of the committee is to screen the forum motions to ensure that there are no duplications or contradictions with other forum motions.

What does we have to do with forums? The forums are an opportunity for all NAD Members and Delegates to discuss critical issues involving the Deaf and Hard of Hearing communities. There were six different forum structures and they are: Advocacy, Leadership, Structure, Membership, Revenue and Outreach. All members and delegates have an opportunity to make motions with hopes that these motions were voted as favorable (and not favorable). All favorable and not favorable motions are presented for members/delegates voting. The top 30 forum motions will be referred to the Council of Representatives (where all delegates from their respective states meet and vote). Council of Representatives will decide the top 20 motions out of 30 for the new NAD Board of Directors to work on. During the opening ceremonies, it was fascinating to watch ten NAD Presidents that walked through the stage and got together for photo opportunity. One of the past presidents, Robert Sanderson – he was the Past President from 40 years ago! I was thinking while watching them taking all the flashes from our cameras, I realized that Andy Lange was about to become the 11th Past President of NAD.

We all attended "Tribute to ASL and Deaf Culture” Show. This tribute was meant to honor American Sign Language as OUR language and Deaf Culture as OUR culture. Many shows were performed by Bernard Bragg, Terrylene, CJ Jones, Mark Morales, Jennifer Cook and Wisconsin’s own Todd Behanna!

The Council of Representatives did not meet until July 2-3, 2006. We have spent most of our time discussing and debating what we thought is in the best interests for NAD and its’ respective State Associations. Unfortunately, we didn’t accomplish many things because several delegates outside of our regions has constantly asked for votes of reconsideration (even some motions votes weren’t even close). We were unable to pass many bylaws proposals – out of 33 bylaws proposals, we completed only 4 proposals. Because we ran out of time, we never had a chance to ratify bylaws. All 33 bylaws proposals are not carried and NAD will be operating with its’ current bylaws for the next two years. We have passed the resolutions from the Council of Representatives meeting. We had candidates for the NAD Board of Directors. Bobbie Beth Scoggins, Kentucky, was the only candidate for President. Chris Wagner, Florida, was the only candidate for Vice-President and so was Tom Dillon, New Mexico for Treasurer. All were elected. Four people ran for Secretary. Nancy Lynn Ward, California, was elected as the new Secretary. Linsay Darnall Jr., Nebraska, was elected as our Region II Representative to replace Bobbie Beth Scoggins. Jack Cooper was the only candidate for the Region II Representative and was elected to serve as our Representative for the next 4 years.

Lastly, I attended post-NAD Conference Board Meeting on July 4, 2006. Our letter to invite the NAD Board of Directors to have their Board Meeting be held in Milwaukee sometimes in 2007. We want to see a visibility from NAD in Wisconsin. The Board of Directors seem to be receptive about this. I talked with Mike Berger, President of Illinois Association of the Deaf about the possibility of partnering with us as the hosts for NAD’s visit. Mike Berger will bring this up in the next Board of Directors meeting. Should NAD be interested in coming to Wisconsin, they will contact us.

There were many nights at the conference where I had few hours of sleep and my trip back home was really tough. After several schedule changes, I finally arrived home around 5 in the morning and really slept for at least 14 to 15 hours!
