Alert: State Budget Update

The next two-year state budget, SB 40, continues to be discussed in the Conference Committee. It has passed the Joint Finance Committee, the Senate, and the Assembly. Since the Senate and Assembly versions are different, those differences have to be resolved in the conference committee.

The Conference Committee has met about eight times. So far very little has been decided. They did agree on over 500 minor items where there was total agreement. Since then they have met and talked, but no agreements have been reached. Some of the items that have been discussed include education (both K-12 and the state university system), health care, taxes (both increases and cuts), and aid to the City and County of Milwaukee.

One item that was discussed that may affect people with disabilities is the Homestead Tax Credit. Many people with disabilities and their caregivers rely on this tax credit to help pay their rent or property taxes. The Assembly version of the budget would limit who would be able to get the tax credit in the future.

The Assembly would limit the tax credit to people who are either 65 years of age or older, married or have at least one dependent (usually a child) and meet the income criteria. Over the years this tax credit has been expanded to allow anyone to get the tax credit as long as they earn less than $24,500 in a year. Both the Governor and Senate proposed to further expand the program.

Aug 30: Family Care Training Event

The Coalition of Wisconsin Aging Groups (CWAG), under a grant from the Wisconsin Department of Health and Family Services will provide a free Family Care training event on Thursday, August 30, 2007. It will be held from 9:30 a.m. - 3:00 p.m. at the CWAG offices, 2850 Dairy Dr., Madison, WI. The training will focus on options for long-term care for older people and people with disabilities through the implementation of the Family Care Program within Dane and Rock Counties. Participants will learn the current status of Family Care and what they can do to help shape it in Dane and Rock counties.

Sep 18: People's Legislature Rally

The People’s Legislature for campaign reform will hold a rally at the State Capitol. It’s being called the “Storm for Reform” rally.

When: Tuesday, September 18, 2007 at 12 noon

Where: State Street entrance to State Capitol

What: The People's Legislature will be storming the State Capitol to rally for campaign finance reform.
* Be prepared to make some noise. Bring a pot or a pan to bang.

* Everyone takes a turn at the microphone. Come prepared to say - in 15 words or less - what legislators at the Capitol most need to hear. Governor Doyle has promised to call the Legislature into special session to act on campaign reform. You can help hold him to his promise and put pressure on legislators to act by being at the rally.

Let others know about the rally so that a large crowd will be there.

Sep 19: Advocacy Opportunity

There will be a meeting about Self-Directed Supports or SDS and Family Care on Wednesday, September 19, 2007 at the Best Western Claridge in Rhinelander. There are two times for people to choose between. The first meeting is from 10:00 AM to Noon and the second is from 1:00 PM to 3:00 PM.

Family Care is expanding throughout Wisconsin, with Self-Directed Supports or SDS as a key element of that expansion.

This meeting is designed to help people who rely upon or work within our long-term care system understand how Family Care and SDS can work together to provide better opportunities for people with disabilities of all ages.

There is no charge for this meeting, but for planning purpose, please register in advance, and plan to attend a free lunch and informal discussion after the morning session, or before the afternoon session.

Nov 5-7: SDS Conference

Plan now to attend the first annual conference on Self-Directed Supports or SDS. This conference will take place November 5-7, 2007 at the Kalahari Resort in Wisconsin Dells. The title of the conference is “Organizing for Self-Directed Supports”.

This conference is a result of a series of statewide trainings on SDS held this past spring around the state. Those trainings were designed to help people with disabilities, family members, service providers and others better understand SDS. This conference will explore further the concept of SDS as it relates to the expansion of Family Care in the state.
